Overview

Mr. Abdulla Rasheed stands as one of the most influential and respected figures in the history of the Maldivian Scouting movement. With a lifelong commitment spanning more than six decades, his leadership, vision, and dedication have shaped the direction of Scouting both nationally and internationally. His contributions have strengthened youth development, institutional growth, and global cooperation within the Scout Movement.

Early Scouting Journey

Mr. Rasheed began his Scouting journey in 1960, joining the First Malé Scout Group at Majeediyya School, one of the earliest and most prominent Scout groups in the Maldives. From a young age, he embraced the core values of Scouting discipline, service, leadership, and responsibility, values that would guide his lifelong service to youth development.

Founding Leadership and National Impact

Recognizing the importance of a unified national structure for Scouting, Mr. Rasheed played a pivotal role in the establishment of the Scout Association of Maldives (SAM) in 1984. This milestone marked a new era for Scouting in the country.

He was appointed as the first Deputy Chief Commissioner of SAM and later served with distinction as its Chief Commissioner. Under his leadership, the Association experienced significant organizational growth, stability, and strategic direction.

Among his most notable achievements during this period were:

  • The development of the Policy, Organisation, and Rules (POR), providing a standardized national framework for Scouting.

  • The initiation of the first National Scout Jamboree, fostering unity, friendship, and shared learning among Scouts from across the Maldives.

  • The strengthening of national governance and program delivery within the movement.

Strengthening Leadership and Service

Mr. Rasheed placed strong emphasis on leadership development and community service. He introduced formalized training programs for Scout Leaders, ensuring quality leadership and sustainability within the movement.

He also established the Service Scout Section, creating opportunities for older youth to actively serve their communities through meaningful, service-oriented initiatives. This initiative further expanded the impact of Scouting beyond traditional youth programs.

Global Representation and International Leadership

One of Mr. Rasheed’s most significant achievements was leading the successful effort for the Maldives to become a full member of the World Organization of the Scout Movement (WOSM). This milestone connected Maldivian Scouts to the global Scouting family and opened doors to international exchanges, events, and leadership opportunities.

In 2002, he was appointed Regional Director of the World Scout Bureau – Asia-Pacific Region, a position he held until 2013. During this period, he supported the growth and development of Scouting across numerous countries, strengthening regional cooperation and leadership capacity.

Following his tenure as Regional Director, he continued to serve as Advisor to the Secretary General of WOSM (2014–2018), contributing strategic guidance at the highest level of the global movement.

Recognition and Honors

In recognition of his extraordinary service and lifelong dedication to Scouting, Mr. Abdulla Rasheed was awarded the Bronze Wolf Award in 2013 by the World Scout Committee. This is the highest honor in world Scouting, presented only to individuals who have rendered exceptional service to the global Scout Movement.
